The recent announcement from the ADF to secure local maintenance and support of diving and hyperbaric equipment is welcome news and provides some certainty on a submission made almost over 12 months ago.
The five-year contract extension worth $100 million, was awarded to James Fisher Defence (JFD) Australia as the Category Integrator for Support Services to the ADF diving and hyperbaric equipment, for the delivery of operating, engineering, maintenance, supply, and training services applicable to the ADF’s dive equipment, recompression chambers and support equipment.
Systematiq provided support to JFD Australia, who were in contract with the ADF, to upgrade their commercial arrangement through a Contract Change Package (CCP) to an ASDEFCON Commercial Arrangement. In order to formalise this, JFD were required to upgrade their documentation to a standardised ASDEFCON support services contract in order to reduce risk to both the Commonwealth and JFD, as well as formalise timeframes and processes.
Systematiq were initially referred to JFD’s Australian management through an existing client relationship and quickly established an arrangement where Systematiq provided tender support, project management, systems engineering and integrated logistics specialists to contribute to the development of Management, Maintenance and Engineering documentation for the submission.
Systematiq’s specialised technical team developed multiple CDRL items (CWBS, SSMS, RUMP, SSP) in support of a contract change proposal, along with the provision of recommendations based on previous experience gathered through multiple defence projects and a deep knowledge to ASDEFCON standards and requirements.
Our tender management team provided guidance to keep the project on track with deadlines, project tracking, and mobilisation of a team both onsite with the client and remotely, as the project progressed, from initial onsite workshops through to final delivery. This included win themes workshops, writing, editing, and graphics support for the submission itself.

This highly technical and specialised equipment is vital to ensuring the ADF are able to operate effectively and safety in underwater environments. The diving and hyperbaric equipment enable a range of joint force operations including mine countermeasures, mine warfare, maritime explosive ordnance disposal, advanced force operations, reconnaissance, and underwater battle damage repair. This specialised equipment will be used to perform a wide range of underwater tasks for both Navy’s clearance and ship’s divers, and Army’s work divers.
